The new blocker, and the session's main output: hub#35 (nepExplorer) advanced through Data Requirement + Design and now sits at Jeremy's review gate with D4–D9 open. Nothing else about nepExplorer can move until those are signed: the drafted safety.viz Phase-1 issue is held local-only (.github/drafts/safety.viz/ISSUE_N_nep-phase1.md) because three of the six decisions change its scope. Known gaps from this session: the morning session (job 96636d0f) ended without a wrapup, so today has no 2026-07-28.md diary — its two artifacts live only in the shared scratchpad. A Pages deploy hung ~15 min on r-lib/actions/setup-r@v2 and had to be cancelled (bot token lacks Actions write; user token needed) — watch for a repeat.
