Chapter 2: Codex-first operating model

Purpose: define OpenClaw as intake/supervisor and Codex as primary PM/Development executor.

What changed after testing

The Codex-first model remains correct for execution. The weak assumption was that OpenClaw cron agentTurn could reliably run long PM/Dev sessions. It currently cannot.
